When planning an interment or burial you must apply for a Burial Permit as soon as possible prior to interment. This is required for BOTH casket and cremation interments.
When planning to install or contracting a business to install a plaque, headstone, footstone or any monument on a grave you must apply for a Monument Installation Permit at least 2 weeks prior to installation.
You must apply for a permit when you are planning any burial or monument installation regardless of monument size.
Apply for a Permit" sounds like there will be "red tape" & lengthy wait times. We assure you the process is simple and efficient. However, board members are volunteers who will need to allocate time in their personal schedules to assist you, so it is best to provide at least 2 weeks notice. In the case of casket burials, we understand that timelines are quite short. Please notify the cemetery as soon as possible to avoid delays.
1. Send a request to: permits@victoriabeachcemetery.com stating the nature of your request (i.e. burial or monument)
2. A volunteer board member will respond within a couple of days with the appropriate forms and instructions.
3. You complete the forms, sign and return with payment per the instructions on the form. The board member is available to assist you during this time.
4. Once the board member reviews your application, they will sign it and return it back to you completing the process.
The permit process informs the board of upcoming burials and monument installations so that they can properly mark the plot boundaries and communicate with installers.
$100 per burial (Plots purchased prior to Jan 1, 2025 are not charged for the first burial permit.)
$25 per monument

Permits provide guidance in accordance with Victoria Beach Cemetery bylaws which were established to provide governance of cemetery operations and to define rules applicable to Cemetery stakeholders (i.e. community, interment rights holders and plot owners), all with the intent of achieving efficient and enduring cemetery operation and consistency for all stakeholders. The bylaws reflect generally accepted principles of cemetery management and support community values established over many decades and generations. When you apply for a permit you are supplied with a copy of the current cemetery bylaws.

Communication with the board via the permit process enables the cemetery to proactively collaborate with funeral service and monument suppliers regarding plot location & markings. The whole process should make the planning of interments less stressful for families who can be assured that all is proper and well when they gather to put loved ones to rest.
Permit fees are collected to cover operating costs of the cemetery as well as unexpected costs should they arise. They help to ensure that funds are available into perpetuity to keep the cemetery operating as an enduring and lasting entity. The cemetery's reserve fund is retained to manage not only the yearly expected operating costs, but unexpected costs too. For example, if a wind storm comes through and trees fall on the fencing surrounding the property, the cemetery will incur costs to remediate and repair the fencing.
The Victoria Beach Cemetery continues to keep plot purchase prices quite low compared to typical cemetery rates. In Manitoba, the cost of a cemetery plot can range from $500 to over $5,000. Additionally, fees for opening and closing the grave, installing a grave marker, grave care and other services can add significantly to the overall cost. Our cemetery does not charge these types of fees and we hope to continue this practice long into the future.
Keeping fees low is a key objective made possible by a few factors. Continuing to keep management and maintenance as volunteer activities is a cornerstone of this objective, which would not be possible if not for the dedication of caring community volunteers. Other measures such as the prohibition of plot reselling (reselling plots for profit is not allowed!) and conservative fiscal management work together to maintain this goal.
Due to its lower fees, you may think people would be flocking to our cemetery to purchase plots! This is NOT THE CASE because our cemetery is reserved for Victoria Beach pioneer families, Victoria Beach property owners and those whose ancestors are already interred in the Victoria Beach Cemetery.
